When you edit a contact, you have the option of assigning a photo to that contact (it is the second-to-last field).

For this, you have to upload the photo to the phone first (via the data cable). I put those pictures into the 'Images' folder, but 'Photos' would also work (or pretty much any other folder, for that matter). Once the photo is on the phone, you can associate it with the contact.

You can only assign photos to contacts that are stored in the PHONE, not to contacts that are stored on your sim card. Keep that in mind

It works for me... not sure what's going on in your case.
I remember when I assigned a photo to a number, there was this red rectangle to select the photo area to be displayed... did you do that part?
